The HEEHRA rebate program has reopened for heating and air conditioning projects.
Beginning today, November 25, 2025, HEEHRA income verifications reopened for new single family heat pump heating and air conditioning projects. You can go to the HEEHRA income verification portal to verify your income to see if you qualify. Note that you need to include all adults living in the household.
Projects must have an approved reservation to submit a claim for HEEHRA rebates. HEEHRA rebate reservations start with an approved income verification and are processed first come, first served. Available funding is limited and varies by region. Check the TECH Public Reporting Budget Report for updates.

What do I need to do to complete my income verification so that I can get my HEEHRA rebate?
- Go to the HEEHRA income verification portal to verify your income to see if you qualify.
- If you can provide your 2024 tax form or proof of participation in CalFresh, Medi-Cal, WIC, or SSI, then the following applies to you:
- Click "Check if I qualify" and complete the application. Have ready information about your household members, your contact information, and proof of income.
- When using a public benefit program as your proof of income, you will need to provide a document that shows your enrollment. This can include a relevant tax form, program enrollment letter, verification of benefits, or program enrollment letter, among others.
- When qualifying using last year's income, all you need is your 2024 IRS Income Tax Return (1040).
- Wait for your confirmation!
- The program team will review your application and get back to you.
- Click "Check if I qualify" and complete the application. Have ready information about your household members, your contact information, and proof of income.
- If you can't prove your income using the process under #2, then go to the HEEHRA Eligibility + Support Income Verification Portal.
- First, follow the instructions to create an account.
- Begin a new incentive application. To complete it, you will need your QuitCarbon-referred contractor's contact information and documentation of your proof of income (whether by tax or public assistance program).
- Complete the application.
- The program team will review your application and get back to you.
How much can I save?
- Depending on your income level, you can save $4,000 or $8,000 off your home heating and air conditioning upgrade. Your savings depend on your income level.
How long do I have to get a HEEHRA rebate before the program ends?
- This HEEHRA relaunch ends on February 28, 2026. However, we expect that the program funds will be used up quickly, so act today to plan your heat pump project and reserve your rebate.
I've already installed a new heat pump system. Can I get a rebate?
- Unfortunately not. Customers who have initiated or completed a heat pump HVAC installation are not eligible to submit an income verification application.
- Emergency replacements and process exceptions are reviewed on a case-by-case basis. Please verify your income prior to an emergency replacement and direct your contractor to reach out to the program team about your situation.
