Sewer Lateral Requirements for the City of Pinole's PEER Rebates

The City of Pinole offers rebates in its Pinole Energy Enhancement Rebate (PEER) Program. However, to qualify, you must meet requirements to have a compliant sewer lateral. Here are the steps you need to follow:

  1. Understand the sewer lateral requirements in Pinole’s PEER Rebate Program
  2. Determine whether your home is in compliance with Pinole’s sewer lateral ordinance:
    1. If it isn’t, then take action to bring your home into compliance and apply for the city’s sewer lateral rebate to help offset costs if you qualify
  3. Submit evidence of your home’s compliance to the City of Pinole and proceed with your PEER Rebate-funded projects

 Sewer Lateral Requirements for the PEER Rebate Program 

All city residents must demonstrate compliance with Pinole’s sewer lateral ordinance.

In general, to meet the ordinance requirements, you must submit a sewer lateral video inspection or otherwise provide proof of an active sewer lateral certificate of compliance. The city offers two options for how you can obtain a Sewer Lateral Certificate of Compliance.

Caution: confirm that your home's wastewater provider is the City of Pinole 

Some homes within the City of Pinole are not served by the City of Pinole’s wastewater system. Instead, they are served by the West County Wastewater District. You can use an online map tool to determine whether your home is within the West County Wastewater District. If it is, then you must follow West County Wastewater’s requirements on their Sewer Permit webpage. You can contact West County Wastewater with questions at permits@wcwd.org.

 Private Sewer Lateral Rebate Program 

If you determine that you need to apply for the Private Sewer Lateral Permit and complete the replacement of your home’s sewer lateral, and if your home is served by the City of Pinole’s wastewater system, then you may qualify for a special rebate program that the City of Pinole created to help offset the costs of upgrading your sewer lateral. Here’s key information about the rebate:

  • You must secure pre-approval from the city before starting repair or replacement work.
  • Once you secure pre-approval, you have 180 days to complete the work to qualify for the rebate.
  • You can save up to 50% on construction costs, up to $4,500 for a full replacement depending on the size of your home’s sewer lateral, or up to $1,000 for repairs. However, the rebate does not cover the cost of video inspections.
