Am I eligible for income-qualified rebates based on my area median income (AMI)?

The answer may surprise you. Households that don't consider themselves to be low- or medium-income often do qualify. Here's how to know if you're eligible.

November 2025 update:  Income-qualified rebates valued up to $8,000 are now available from the HEEHRA rebate program for single-family homes for new applicants. QuitCarbon is maintaining a help page dedicated to this program relaunch. Act quickly, as these rebates won't last long!

Income Qualification Criteria

Your eligibility for low- and medium-income rebates depends on where you live and how many people live in your household. Live in a wealthy area with a big family? Higher levels of income qualify for rebates. A small family in a low-income neighborhood—lower income limits qualify. Household income includes all income that comes into your house, from any source, pre-tax.  

Income-qualified rebates can take several thousand dollars off the final price of state-of-the-art clean energy equipment. And when “stacked” with other incentives and rebates, your final cost could be $0!

Determine Your Eligibility

  1. Start by answering a couple of quick questions in the income section of your QuitCarbon account.
  2. Then discover which income-qualified rebates you qualify for in your QuitCarbon Insights by scrolling down to the home upgrade you want to make. Your insights will display only rebates applicable to you. (You won't see rebates for which you don't qualify.) 
  3. Depending on the program, follow procedures to verify your eligibility. A common one is the TECH Clean California portal.
    • Note: You will need the contractor's email address from the referral to complete the income verification. 
    • Helpful hint:  To simplify the process, use your 2024 income taxes for your income verification form. However, if your household earned less in 2025 than 2024, use your 2025 income taxes.
