Peninsula Clean Energy offers a $2,000 rebate for income-qualified residents of San Mateo County or the City of Los Banos who purchase a used plug-in hybrid or fully electric vehicle. The rebate applies to vehicles that are at least two years old and purchased from a dealership or online retailer. Private party sales are not eligible for this program.

- Eligibility: Residents must live in San Mateo County or the City of Los Banos and meet income qualifications. Applicants must not have received a Peninsula Clean Energy Used EV rebate in the past three years.
- Income Qualifications: Applicants must have a modified gross adjusted income not exceeding $150,000 for married filing jointly, $112,500 for heads of households, or $75,000 for all other tax filers. Alternatively, applicants can qualify by participating in eligible programs such as Clean Cars for All, Clean Vehicle Assistance Program, Driving Clean Assistance Program, Clipper START, residency in Affordable Housing, Public Housing, or Housing Choice Vouchers (Section 8), Low Income Home Energy Assistance Program (LIHEAP), CalFresh/SNAP (Food Stamps), Women, Infants, and Children (WIC), CalWORKs (TANF) or Tribal TAN, Supplemental Security Income (SSI), Free or Reduced National School Lunch Program (NSLP), or Bureau of Indian Affairs General Assistance Head Start Income Eligible (Tribal Only).
- Application Process: Residents must apply for the rebate prior to purchasing a used EV. Once approved, they can receive an instant rebate at participating dealerships or apply for a post-purchase rebate by submitting a reimbursement form within 90 days of purchase. Vehicles must be purchased from a dealership or online retailer; private party sales are not eligible.
- Eligible Vehicles: The rebate applies to used plug-in hybrid or fully electric vehicles that are at least two years old. Eligible plug-in hybrids must have a minimum electric range of 25 miles. Vehicles cannot have a sale price above $35,000, excluding taxes, fees, warranties, or incentives.
- Program Changes: Starting January 1, 2024, the maximum rebate amount will decrease from $4,000 to $2,000 for fully-electric vehicles and plug-in hybrid vehicles. Additionally, the vehicle purchase price limit will be removed, allowing purchases above $35,000. Residents can apply for a one-time, 90-day extension to maintain the higher rebate amount by contacting Peninsula Clean Energy before the end of 2023.
