The San Diego HEART Heat Pump Low Income Rebate is a program designed to assist eligible residents in replacing their existing heating and cooling systems with energy-efficient heat pump systems. This initiative offers rebates that may cover up to 100% of project costs, including permits, appliance disposal, new appliance purchases, and labor. To qualify, households must have been impacted by severe flooding in San Diego from December 2023 to January 2024 and earn less than 80% of the Area Median Income (AMI). Additionally, applicants must reside within Communities of Concern in the City of San Diego. To determine if your home qualifies, refer to the City of San Diego Climate Equity Index map.
