Silicon Valley Power offers a rebate for income-qualified customers who install a new heat pump heating and air conditioning system. Depending on your participation in the Family Resource and Referral Program (FRAP) and the Low-Income Energy Assistance Program (LIHEAP), you can save up to $1,000. If you participate in one program, you save $500; if you participate in both, you save $1,000.
